The Bangladesh Red Crescent Society, established on March 31, 1973, is a national society within the Red Cross-Red Crescent Movement, the world’s largest volunteer organization. Operating under President’s Order No. 26 of 1973, BDRCS provides humanitarian assistance through disaster management, health services, capacity building, and advocacy for vulnerable populations. The organization’s headquarters is located in Dhaka, with 68 units across the country.
About the Nature Pulse Programme
The Nature Pulse Programme, funded by the British Red Cross, focuses on enhancing the resilience of coastal communities in the Sundarbans. By employing nature-based solutions (NBS), the program restores vital mangrove ecosystems, provides alternative livelihoods, and introduces climate-resilient WASH facilities. It also raises awareness of climate justice and fosters partnerships for sustainable change.
Responsibilities of the Senior PMEAL Officer
Planning, Monitoring, Evaluation, and Learning (PMEAL) System Management
- Design and implement PMEAL frameworks aligned with project objectives and DRR guidelines.
- Develop project-specific tools and methodologies for monitoring and evaluation.
- Conduct baseline, mid-term, and end-line assessments to evaluate project impacts.
- Ensure data quality through regular field visits and audits.
Data Management and Reporting
- Manage data collection systems for evidence-based decision-making.
- Prepare comprehensive reports, success stories, and case studies.
- Develop GIS-based tracking systems for project activities.
Learning and Documentation
- Document best practices, lessons learned, and challenges.
- Facilitate learning sessions and workshops for continuous improvement.
- Create “Most Significant Change” stories to highlight community impacts.
Capacity Building
- Provide training to project staff and stakeholders on PMEAL principles and tools.
- Design workshops for enhancing monitoring, reporting, and evaluation skills.
Stakeholder Engagement and Compliance
- Align PMEAL activities with donor compliance guidelines.
- Serve as the focal point for PMEAL with external consultants and stakeholders.

Educational Qualifications and Experience
Required Qualifications:
- Master’s degree in Statistics, Disaster Management, Development Studies, Environmental Studies, or related fields.
Experience:
- Minimum of 5 years in PMEAL roles within the humanitarian or development sector.
- Proficiency in M&E methodologies, data analysis, and GIS.
Preferred Skills:
- Expertise in digital data collection tools such as KOBO, SPSS, and other platforms.
- Background in disaster management, environmental programming, and community development.
- Strong communication, teamwork, and analytical skills.
